Launching of the DNI India a social organization for the depressed classes of the country so as to ameliorate their educational & economic progress.

Part IIB Rules and Regulations

Article 6. National General Council (NGC) is tasked with policy formulations for rules and regulations of network with assistance of Central Advisory Board (CAB) to tender its advice in prioritizing the programmes and their monitoring at every level of administration within DNI.

Article 7.Regional Councils (RCs) shall be responsible to make their rules and regulations seeking the advices of NGC. RCs are empowered to make policy decisions and monitoring of programmes with their priority whichever and whenever they feel necessary to do so.

Article 8. District Councils (DCs) shall be nodal agency for local self governance at grass-root levels for making policy decisions and formulations and executing the programmes and their monitoring. DCs are also tasked with providing direction to set the priorities of programmes at grass-root levels in order to meet the stated objectives of network at the earliest. All programmes are centered on the decisions, executions and monitoring of the works by the DCs.

Article 9. Block Councils (BCs) are the chains between DCs and VCs (Village Councils) for executing and monitoring of the programmes set by DNI. They are also empowered to make rules and regulations in order to set the priorities of programmes at necessity of people. BCs are also tasked with works of supervision and monitoring of programmes being executed by VCs.

Article 10. VCs are the units of self-governance at the grass-root levels. These are the cornerstone of DNI upon which all policy formulations, decisions making and mobilization of resources felt and collected by its members and allocation of resources with collective objectives for the betterment and advancement of the depressed classes' people. The direction to set priorities of programmes shall be provided by VCs from bottom to up approach not of downward percolating concept. At grass-root level prior to making decisions and executing the programmes gender sensitivity and social security of women, children, physically disabled and old aged persons shall always be kept in mind because these are the most vulnerable sections of society among the depressed classes. **All rules and regulations are amenable to needs and time for the people.
