DNI'S Office Holders & Dignitaries Declaration 2020

 Dear Hon'ble Members, 

Let us rejoice with few names of the office holders of DNI that are being declared during Covid19 because the meetings are impossible due to unprecedented situation being arisen out of lockdown and hence the following persons are entrusted with roles and responsibilities of the organisation to carry out some functions as below:-

Part IV NGC and its Executive and Administrative Functionaries

Article 26.It states that there shall be an apex institution for DNI named with National General Council (NGC) that constitutes Planning Committee (PC), Central Advisory Board (CAB), and Central Executive Committee (CEC). It is the duty of NGC to formulate policies, procedures, rules, and regulations for executing and monitoring of programmes, and making committees for ensuring accountability and striking balance between available resources and their allocation to achieve the objective of various plans. NGC shall have initially 200 members in which 50% shall be directly appointed and 50 % will be filled by recommendation of RCs with PRS.

Article 27 (a). It says that there shall be a National Coordinator (NC) to organize, coordinate and monitor the various activities and programmes of DNI. He shall act as the chairperson of this social forum throughout country.

Article 27 (b). It sastates that there shall be a highest policy making body to which there is a president who shall be appointed by the NGC and he shall be the member of NGC. CAB shall have its president and 10 other members and these members shall be recommended by the respective RCs.

Article 27 (c). provides that there shall be a highest executor body namely CEC of which there shall be a president and the chairpersons of various departments as its members. It is the duty of the CEC to appoint working committees of each department to execute and monitor the programmes run by DNI. All members of committees are drawn from NGC. Selection of members will be held every year.

Article 28.There is a provision of Public Account Committee (PAC). It entails various duties and accountabilities to PAC to monitor, audit, and assess the money spent in execution of programmes for which fund was allocated to meet the stated objectives. PAC will go into details of the programmes whether money was spent with honesty, economy and efficiency. Each year PAC will submit its report before the annual meeting of NGC.

Article 29. Provides that there shall be a National Law Officer (NLO) who will be a member of NGC. He will be the highest law officer of DNI to deal with legal matters whenever DNI seeks his assistance. He may participate in each proceeding of NGC and its committees.

Article 30.Provides that there shall be a Secretary General who acts as the officer in charge and spokesperson of NGC while council is in its sessions. He/she commands the dignity of NGC. He /she will initiate every business of the council. He / she will appoint committees for business matters, rules, regulations and ethics of NGC. He shall be the chairperson of these committees. He shall appoint the chairpersons of PAC and other working committees in consultation with CAB and CEC. He can dismiss, suspend or expel any member of NGC on the recommendation of ethics committee on ground of incapacity and misbehavior. He may also be removed from his office on proved incapacity and misconduct on the recommendation of CAB.

Article 31.states that there shall be an Auditor General (AG) of DNI who will be directly accountable to NGC. He / she shall be friend, philosopher and guide to PAC. He will supervise, audit and investigate the accounts of expenditures of various departments and their programmes for which money was spent from NDDF of DNI to ensure that money was spent with honesty, economy and efficiency for the purpose it was allocated by the DNI. He will submit his reports to NGC every year in its annual meets. He will have the experience of public and finance administration. He will be appointed by the Secretary General on the recommendation of CAB. He may be removed from his office on proved misconduct and incapacity on the recommendation of CAB and CEC. He will be the person of highest integrity and sincerity. He will enjoy his office for 3 years on the pleasure of CAB.

Article 32.Provides for a National Treasurer/ Chief Finance Officer (CFO) to National Depressed classes Development Fund (NDDF). He / she will be the member of NGC and appointed by Secretary General on the recommendation of CAB and CEC. He is the highest financial officer, coordinator, administrator and conservator of all financial resources of DNI. He will enjoy the tenure of 3 years on the pleasure of CAB and CEC.

Article 33.Salary and allowances to Secretary General and presidents of CAB and CEC shall be as per rules and regulations decided by NGC on the recommendation of CAB.

Article 34.Salary and allowances to chairperson of PC, NLO, AG, and CFO will be decided by CAB.

Article 35.Salary and allowances to chairpersons and members of various departments and committees shall be determined by CAB.
